I'm a bit late, but one thing that really helps me is a rule: If I can create the bigger number from the lower, the lower number can stack on top. For example: If I have a 5 on the board and a 4 pending, I will place the 4 on top of the 5 because I know if I get another 4 (or even two 3's) I can make 5. But, if I have a 2 on the board and have a 5 pending, I will place the 5 elsewhere because I cannot make a 2 from 5s.
