How to get taxi , t-shirt and hotdog in Little Big City 2 ?

How to get more "Loader" and "Land deed" items. Loader to increase storage capacity and a Land deed to occupy new territory. I am asking this because I am getting much more of the other two needed items with completing events and initiatives. So, I have like 30 "Accountant" items, like 11 "Shelf" items, and only 3 Loader items, and I need 6 of each. There is no equality in getting the same amount of needed items. So I need to wait a very long time to increase storage capacity and also I need to sell the extra ones that I have because they occupy a big part of my storage for a long time, which is not nice. 

Same with getting enough "Land deed"  items. I only have like 3 of them by now and around 15 of two of the other ones, "Geodesy plan"  and "Timberjack", that are needed for taking on new territory.

If there was an equal chance of getting those important items I would already have a much bigger city and storage capacity. I can't figure out how is it so and would like to know if there is some way to change that so I can get more of the needed items.

It seems to me like some kind of glitch in the game. Or if that was intentionally done then it is very annoying and makes no sense in wasting so much time on things like that.
