How and when do I get the marketstand. FB group isn't clear. get multiple and different answers.

With the quest from the queen, it says I have to level up. I have level 11 at this moment, or do I need to level up the dish (lasagna manzo) to which level then. A lot is unclear, and there aren't so many helpsections online on this game.
