Bluffing does not mean betting horrible hands. bluff range on today's flop should have some kind of pattern! We don't want to bet A 2 - never, but something like J 9 or K 4 would be a frequent bet. In addition, due to their scared nature of play style in general, they are the types least likely to call us when we complete hand.
