This is not an error because the game can send you a task from any building that is available for your level. The aim, after all, is to develop your city and have lots of buildings of various kinds! The new buildings can be build in a specific order. The order is car factory - ready-to-eat-food factory... - print shop - clock shop - creative studio. The buildings appear in this particular order in the shop as well. So if you have not worked on the new buildings, some of them might not even appear for you in the shop.
